About EBSA

We started with a question that kept coming up in our work: why do so many well-funded programs produce so little change? The answer, more often than not, was not a lack of effort. It was a lack of evidence used well.

Where We Started

EBSA was established in Arusha, Tanzania, by people who had spent years inside development programs — designing projects, collecting data, writing reports, and watching too many good ideas struggle to survive the field.

From my experience, the challenge is not only about funding or technical skills. The main issue is that many organizations do not have the systems, the time, or the practical support to turn information into decisions. Data gets collected and filed. Evaluations get done and forgotten. Programs continue the same way, year after year, because there is no space to stop, look honestly at what is working, and adjust.

That is the gap EBSA was built to fill. Not by arriving with ready-made answers, but by working alongside organizations to build practical, locally grounded solutions that last beyond the first project cycle.

What Makes Us Different

One thing I have learned from working in this space is that the problem is rarely a shortage of research. The problem is research that does not connect to action.

We are locally rooted. We are based in Tanzania and work across East Africa. We understand the institutional environment, the logistical realities, and the local context that shape whether a program succeeds or quietly disappears after the donor visit.

We focus on use, not just production. Our work does not end when the report is submitted. We stay involved to help organizations actually apply what they learn — to adjust their programs, strengthen their systems, and make more informed decisions going forward.

We work at a practical level. We are not producing academic papers. We are helping organizations solve real problems, with methods that are credible enough to trust and simple enough to use without a statistics degree.

Our Registration and Accountability

EBSA is a registered non-governmental organization in Tanzania, operating under the NGO Act. We take our registration seriously — not as a box to tick, but as a commitment to transparency and accountability toward the communities, partners, and donors we work with.

For us, institutional credibility is not separate from our work. It is part of it. Organizations that trust us with their data, their programs, and their learning deserve to work with a partner that is properly constituted and professionally accountable.

The People Behind EBSA

EBSA is a small, focused team. We do not believe in large organizational structures that consume resources without improving results. We work with a core team and a trusted network of experienced associates across Tanzania and East Africa — bringing in the right capacity for each project, rather than maintaining overhead that clients end up paying for.

Founder and Lead Consultant

PMP-certified project manager and development practitioner. Peter has worked across research, monitoring and evaluation, digital solutions, and institutional capacity building in Tanzania. He believes that implementation is where ideas either prove themselves or lose their shoes.
